The first privatization contract of a child support program in Tennessee was contracted to Joyce, Meredith, Flitcroft, and Normand in 1988. Since that time the firm has grown to employ several full-time attorneys and numerous support specialists in programs in the 7th Judicial District, 11th Judicial District, 25th Judicial Disctict and the 28th Judicial District.

W. Clark Meredith manages these important efforts along with Gaye Kelly of the Oak Ridge office.
W. Clark Meredith: born in Alcoa, Tennessee on March 6, 1942. He was admitted to the Georgia bar in 1966 and the Tennessee bar in 1967; and is currently a member of the Anderson County (President, 1970) and the Tennessee Bar Associations as well as the State Bar of Georgia. Mr. Meredith was educated at both the University of Tennessee and Emory University; where he was a member of Phi Alpha Delta. Mr. Meredith served as an Oak Ridge Charter Commissioner in 1974.
Mr. Meredith pioneered privatization of Child Support Services in Tennessee being the first to contract with the State of Tennessee for Child Support Services by a private vendor in 1988. Since that original venture, Mr. Meredith manages 4 programs statewide which includes 14 full-time active child support attorneys.

Gaye Kelly: Gaye Kelly is the Project Coordinator for the Child Support Services Division of the law firm of Joyce, Meredith, Flitcroft, and Normand based out of Oak Ridge, Tennessee. Ms. Kelly supervises attorneys, legal staff, and child support specialists in 4 private contracts the firm presently has within the State of Tennessee, which provide legal and/or case management services in 4 judicial districts. Ms. Kelly was instrumental in developing a private partnership with Roane State Community College, the local Private Industry Counsel and Job Training Partnership Act. With the combined efforts of these organizations, the law firm successfully developed and implemented a certified two semester child support enforcement course. Ms. Kelly remains active in the continued development of curriculum and instruction of these courses. She also serves on the Legal Assisting Advisory Board for Roane State Community College. Ms. Kelly serves as the liaison with the Welfare to Work – Responsible Fatherhood Program in the 7th Judicial District in Tennessee. Ms. Kelly presently serves on the NCSEA Corporate Membership Committee and remains active in local and national professional organizations whose missions promote the best interests of children.
